David Kaplan trabaja como especialista sénior en la División de Mercados Laborales del Banco Interamericano de Desarrollo (BID) desde el 2010, basado en México desde 2014. Antes de unirse al BID, David fue economista de investigación en la Oficina de Estadísticas Laborales de Estados Unidos, profesor asistente de Economía en el Instituto Tecnológico de México, y especialista en el desarrollo del sector privado para el Banco Mundial. David es experto en mercados laborales en países en desarrollo, particularmente en las áreas de regulación laboral y de seguridad social. David ha publicado artículos de investigación en revistas tales como la Revista de Perspectivas Económicas, la Revista de Economía del Desarrollo, y la Revista de Economía y Estadística. David recibió un Doctorado en Economía de la Universidad Cornell en 1998.
