Norma Peña es Especialista Senior Sectorial del equipo de Seguridad Ciudadana y Justicia del BID, en donde trabaja en prevención de la violencia contra las mujeres, reinserción de mujeres privadas de libertad, liderazgo de las mujeres en el sector y cierre de brechas de género y diversidad en los servicios ciudadanos. Anteriormente se desempeñó como Asesora de la Vicepresidencia de Sectores y Conocimiento y del Departamento de Instituciones para el Desarrollo. También trabajó en la División de Género y Diversidad y en el Departamento de Conocimiento y Aprendizaje. Antes de ingresar al BID, Norma trabajó en el diseño y gestión de planes locales de seguridad ciudadana en el Programa de las Naciones Unidas para el Desarrollo (PNUD). Norma cuenta con una Maestría en Administración Pública de la Universidad de Nueva York (NYU), es Especialista en Responsabilidad Social y Desarrollo de la Universidad de los Andes, y Profesional en Gobierno y Relaciones Internacionales de la Universidad Externado de Colombia.
