Sylvia Larrea es Especialista Líder de la División de Energía del Departamento de Infraestructura y Energía del Banco Interamericano de Desarrollo. Tiene 16 años de experiencia en el sector público y privado del sector energético en América Latina y el Caribe. Actualmente es la Especialista Líder de Energía en Costa Rica, donde lidera la ejecución de proyectos y las diferentes iniciativas del sector energético. También estuvo a cargo de las operaciones en el sector energético en Honduras, Brasil, Perú y Belice. Desarrolló estudios para posibles interconexiones eléctricas entre Guyana, Surinam, Guyana Francesa y Brasil (Arco Norte) y de Belice con sus países vecinos. Estuvo a cargo de la implementación del modelo de planificación integrado (electricidad/hidrocarburos) en Perú. Su publicación más reciente es el estudio de Interconexión Eléctrica Arco Norte. Sylvia tiene una Maestría en Administración de Empresas de la Universidad Marymount en Virginia y una Licenciatura en Economía de la Universidad de Lima (Perú).
