Javier Castillo Antezana, es Ingeniero Civil Mecánico de profesión y consultor internacional en materias de energía, habiendo trabajado por casi 20 años en temas de acceso aelectricidad, en diversos países, tales como Chile, Ecuador, Panamá, Nicaragua, República Dominicana, Uganda y Sudan, entre otros. Dentro de este campo de acción, ha participado en la formulación, diseño y evaluación económica, tanto de proyectos como de programas de electrificación rural, incluyendo soluciones de extensión de red convencional y soluciones aisladas con energías renovables, viendo los aspectostécnicos de diseño de sistemas como los aspectos de planificación, evaluación económica y evaluación financiera. Actualmente Castillo Antezana trabaja en el Banco Interamericano de Desarrollo (BID) en la ciudad de Washington, DC, bajo el alero de la iniciativa SustainableEnergyforAll (SE4ALL), liderando las discusiones en torno a indicadores de acceso y planificación para acceso Universal a Energía.
