Dr Christophe Buffet is an adaptation expert at the French Agency for Development (AFD). He is in charge of AdaptAction, a 45M€ programme supporting the implementation of the Paris Agreement (NDCs) in 12 to 15 partner countries and regional organizations (Africa, LDCs, SIDS). AdaptAction phase I had a leverage effect on 10 projects for a volume of 595 million euros funded or co-funded by AFD and other donors (GCF, EU). Furthermore, 10 additional projects accompanied by AdaptAction are currently under instruction, leading to a potential leverage effect of more than 1 billion euros. A second phase of AdaptAction programme has been launched at COP26. It is now organized around three pillars: I. Understand (operational research), II. Plan (governance and public policies), III. Invest (vulnerability and feasibility studies for innovative and transformational investments) and two cross-cutting components (Gender & social inclusion; knowledge management and outreach). He previously worked for NGOs in the humanitarian field (Afghanistan, Pakistan). He holds a PhD about the construction of adaptation from COPs to vulnerable villages in Bangladesh (EHESS), a Master’s degree in Business Management and Marketing (Audencia) and a Master’s degree in International Relations (IRIS).
