Cecilia Costella is a social protection expert working for over fifteen years on the sector's links with climate change. She worked for the World Bank, the World Food Programme, and the Red Cross Red Crescent Climate Centre. She is now an independent consultant, advising governments, donors, and UN agencies on social protection and climate change. She is currently conducting a PhD on social policy and climate risk management at the ITC, University of Twente, and holds one Masters in Public Administration and another one in Development Management.
