Are you interested in topics related to subnational government financing? So this is your opportunity.
The IDB, the ECLAC, the Banco de la República de Colombia and the Universidade Tecnológica de Bolívar have launched a call for proposals for unpublished academic studies that deal with the current situation and new challenges related to the subnational government financing of Ibero-American countries.
These organizations are seeking to expand knowledge in the following areas: general fiscal decentralization frameworks and their relationship with macroeconomic challenges, efficiency and quality of subnational spending, subnational tax and revenue generation, subnational debt and financing, and the impact of programs to improve management at subnational level.
The call for proposals also include emerging topics related to local financing, such as mechanisms of intergovernmental coordination and their effectiveness; impact of new technologies on subnational financial management, use and effectiveness of green taxes at a local level, digital economy and subnational finance; behavioral economics and subnational financing, among others.
How to participate in the call for proposals?
A maximum of 12 research proposals will be selected and the winners will have to send a final version of their work by August 18th, 2018. The winners will receive a grant to present their research during the VII Ibero-American Conference of Local Financing that will take place on Sep. 5-6 in Cartagena de Indias, Colombia.
The research proposals will be evaluated by a committee formed by academics and experts in local financing from Argentina, Brazil, Colombia, Chile and Spain, and specialists from the IDB and ECLAC. The proposals must be sent by May 15th and the winners will be announced on June 25th. Interested parties can present a summary of their research in up to five pages in any of the following languages: English, Spanish and Portuguese. What is the Ibero-American Conference on Subnational Finance?
The Conference is a joint initiative of subnational finance academics and specialists that began in Spain in 2011 with the purpose of improving the knowledge about subnational financing in Ibero-American countries. It is the main academic event related to this topic in the region. During different editions of the event, as many as 78 studies have been presented on a wide variety of topics and geographical coverage. These studies show the growing importance of local financing in the research and public policy agenda of Ibero-American and Caribbean regions.
