On September 12, the workshop “Building tools and methodologies for a better management of the penitentiary system” was carried out with the purpose of presenting and discussing penitentiary surveys as methodologies and instruments for the characterization of the prison population and needs evaluation in penitentiary systems, designed within the ESW framework (RG.K1308). Workshop participants included citizen security specialists from ICS, international cooperation partners –OAS, UNODC, the USA State Department, the authors of the tools -Martin Horn, Gabriela Perez and Marcelo Bergamn- as well as other recognized academics and policy makers specialized in penitentiary matters –Gary Holder, Elena Azaola, Gustavo Fondevila, José Patricio Patiño and Nelson Rauda. The instruments will soon start to be applied, beginning with a pilot run in a country in Central America.
This workshop is part of the work being conducted by the Bank to assist in the identification of solutions to the problems affecting the Penitentiary Systems in the region. Through this effort, the Bank promotes a more modern penitentiary management in line with international doctrine and jurisprudence parameters and definitions. The Bank supports the coordination of the Technical Support Committee for Penitentiary Rehabilitation and Reinsertion of the Central America Security Strategy (ESCA in Spanish), and promotes the consolidation of regional dialogue among national penitentiary administrations, with such dialogue geared towards the exchange of experiences and technical support among the various institutional actors responsible for penitentiary matters in the region.
