Juan Manuel Leaño Mayorga es Ingeniero Civil. Con 26 años de experiencia profesional en desarrollo de infraestructura. Es egresado de la Universidad Javeriana de Bogotá y tiene un Postgrado en Carreteras de la Escuela Técnica Superior de Ingenieros Caminos Canales y Puertos de la Universidad Politécnica de Madrid. Asimismo es Especialista en Gerencia Política y Magister en Gestión y Políticas Públicas de la Universidad Católica Boliviana en colaboración con elHarvard Institute for International Development. Actualmente es Especialista Principal de Transporte del Banco Interamericano de Desarrollo trabajando en identificación, preparación, desarrollo, administración y supervisión de proyectos de infraestructura, con énfasis en el sector transporte. Es responsable de operaciones del BID en Argentina, Panamá, Paraguay, Perú y Bolivia. Anteriormente desempeñó cargos en El Instituto Nacional de Vías como Subdirector de Concesiones; en la Empresa Colombiana de Vías Férreas FERROVIAS como Presidente; en el Departamento de Cundinamarca como Director de la Unidad de Concesiones; en la Universidad Javeriana como Director de Laboratorio de Ingeniería Civil. También ha sido director de proyectos de infraestructura de empresas de consultoría y construcción, entre otros puntos.
