Carlos Ortiz is an industrial and electrical engineer with an MSc in Management Science and Operational Research from the University of Warwick (UK). For the past 15 years, he has worked on projects related to strengthening public procurement systems. Carlos was part of the consulting team that designed Colombia’s Public Procurement Regulatory Body in 2009. He later supported this entity in collecting and analyzing information for regulatory and technological reforms. Carlos has worked as a consultant for multilateral organizations such as the Inter-American Development Bank and the World Bank, among others. As a consultant, he has conducted performance self-assessments, indicator estimations, organizational design, price analysis, impact evaluations, and assessments using the Methodology for Assessing Procurement Systems in Argentina, Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, the Dominican Republic, and Uruguay.
