Consulting Job in the Extractive Sector

The IDB is looking for consulting firms interested in analyzing, mapping actors and creating a road map about the relationship between government, industry and civil society in the extractive industries sector in Latin America and the Caribbean. For more information click here.

This work is part of the work of the IDB Group to promote the inclusion and effective participation of civil society as one of the main axes of development in Latin America and the Caribbean. The Vice Presidency of Countries (VPC / VPC), which leads the IDB’s relationship efforts with Civil Society (CS), has carried out a series of internal reviews in order to understand the strengths and challenges of optimizing the participation of  CS in matters related to extractive industries (oil, gas and mining) as well as the relationship of actors (Government, Private Sector, Civil Society).

As a result of this review, the necessity to develop a diagnosis and roadmap that does the following was identified: (i) establishes a conceptual framework and analysis methodology that includes institutional, legal/regulatory and administrative elements; (Ii) propose a stakeholder mapping strategy to identify key counterparts; (Iii) assess relationship dynamics in prototypical cases in selected countries based on common and comparable indicators; And (iv) recommend policies and practices for improving the quality of relationships in case studies for each agreed level of relationship. It is expected that the diagnosis will have the following minimum results: (a) a technical report (which will include a conceptual framework, actor mapping strategy, case studies and recommendations), (b) a practical guide to effective engagement for the implementation of observatories on best practices in relation between actors, and (c) contents for the preparation of curricula for the formation of executing agencies of extractive industries projects.

To that end, the Bank has issued a Request for Proposals (SDP), in order to offer a general contract with an independent firm or consultant to carry out a DIAGNOSIS, MAP OF ACTORS and ROUTE SHEET ON THE RELATIONSHIP SITUATION OF ACTORS RELATIVE TO EXTRACTIVE INDUSTRY TOPICS IN LATIN AMERICA. Martin Walter

Martin is a specialist in natural resource development for the Energy Division (Infrastructure and Energy Department) at the Interamerican Development Bank (IDB). He is currently based in Buenos Aires, Argentina, and is responsible for coordinating and supervising projects in Argentina, Bolivia, Chile and Peru. Since joining the Bank in 2013, he supports countries in strengthening the quality of governance in the mining and energy sector and optimizing benefits and mitigating risks and negative impacts associated with the extractive industries. He leads projects aimed at enhancing stakeholder engagement and participation in policy-making, promoting transparency, revising regulatory and administrative frameworks at the national and local level, with a particular emphasis on minerals critical for the global energy transition. Prior to joining the IDB, he worked as a researcher at the United Nations Environment Programme (UNDP) and as a consultant on risk and industrial safety issues. He has published extensively on the governance of the extractive sector and natural resources in Latin America and the Caribbean. He holds a PhD in Political Science from the Institut d´Etudes Politiques de Paris (IEP-Sciences Po) and Northwestern University with a specialization in international environmental policies and water management; a Masters in Comparative Politics, specializing in Latin America (IEP-Sciences Po); and a BA in Political Science from the University of San Andres (Argentina).
