Leopoldo Montanez
Leopoldo Montanez currently serves as Lead Energy Specialist of the Inter-American Development Bank –IDB-. He joined the IDB in 2013 as Led Infrastructure Integration Specialist and was also Operational Advisory to the Infrastructure and Energy Department. He has more than 35 years of experience in the infrastructure sector, in areas of public policy, regulatory and institutional frameworks, financing, and infrastructure project management. In the public sector in Colombia was Deputy Minister of Energy, Chairman of the Electricity and Gas Regulatory Commission, Head of the Energy Division of the National Planning Department, and Member of several energy sector boards, including the state-owned company Ecopetrol. In the private sector he was President of the Colombian Natural Gas Association, and President of the International Gas Transportation Company. He also worked at the World Bank as Senior Energy Specialist with projects in several Latin American countries. Leopoldo is an Electrical Engineer from the National University of Colombia, with Electric Power Management studies in Japan, and Master Degree in Energy Studies at the University of Sheffield, UK.
