Laura Hinestroza Olascuaga

Laura Hinestroza is a consultant in the Energy Division of the Inter-American Development Bank (IDB), where she mainly supports the preparation of projects focused on closing the energy access gap in Latin American and Caribbean countries through an integrated energy planning. She also provides technical support to the Energy Access Thematic Group activities, including identifying, preparing, and monitoring of projects financed with resources from the Global Energy Alliance for People and Planet-GEAPP. Before joining the IDB, she worked at the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Zones-IPSE, an entity attached to the Ministry of Mines and Energy in Colombia, providing technical support in the definition of plans, programs and public policy strategies for the expansion and improvement of the electricity service for the country’s off-grid areas. She is an Electrical Engineer from the Universidad del Norte (Barranquilla, Colombia), holds a master’s degree in electrical engineering from the National University of Colombia (Bogota D.C., Colombia), and a Ph.D. in Engineering and Public Policy from the University of Lisbon (Lisbon, Portugal).
