José Manuel Eguiguren
José Eguiguren-Cosmelli is a Chilean economist specializing in regulatory economics, energy policies, and the performance of electricity markets, particularly in lower- and middle-income countries. He has published research on the efficiency of energy-saving policies for low-income households, regulatory distortions in wholesale electricity markets, and the governance and management of utilities in Latin America. At the IADB, he leads a study on tariffs and energy subsidies in Latin America and the Caribbean and participating in two other studies focused on electricity market design. Eguiguren Cosmelli is also part of a research project on projecting electricity infrastructure investments in the LAC region between 2024 and 2050. Before joining the IADB, he worked at the Ministry of Finance in Chile, the Energy Policy Institute at the University of Chicago, and the World Bank. Eguiguren-Cosmelli holds a Ph.D. in Applied Economics from the University of Maryland and a Master in Public Policy from the University of Chicago.
