Laura Hinestroza Olascuaga
Laura Hinestroza is a consultant in the Energy Division at the Inter-American Development Bank (IDB), where she mainly supports the operations focused on Energy Access and Rural Electrification in the region. She has experience in the techno-economic evaluation of energy solutions for off-grid areas in developing countries, as well as in the application of decision-making methods and energy planning with a focus on rural electrification. Before joining the IDB, she worked at the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Zones-IPSE, an entity attached to the Ministry of Mines and Energy in Colombia, providing technical support in the definition of plans, programs and public policy strategies for the expansion and improvement of the electricity service for the country’s off-grid areas. She is an Electrical Engineer from the Universidad del Norte (Barranquilla, Colombia), holds a master's degree in Electrical Engineering from the National University of Colombia (Bogota D.C., Colombia), and completed her Ph.D. studies in Engineering and Public Policy at the University of Lisbon (Lisbon, Portugal).
